High-Level Conference on Carbon Border Adjustment Mechanism (CBAM)

On February 12, 2025, the high-level conference “A Carbon Border Adjustment Mechanism for Climate” convened European representatives, international experts, industry leaders, and international organisations and civil society stakeholders to discuss the challenges surrounding the European Union’s CBAM.

Organized by the French Treasury, the event served as a platform to discuss the implementation of CBAM one year after its entry into force. It also provided an opportunity to explore future developments to enhance its effectiveness in tackling carbon leakage and discuss international cooperation on carbon pricing.

Following the opening speech by Marc Ferracci, Minister for Industry and Energy, the discussions, moderated by Andrei Marcu, Executive Director of the European Roundtable on Climate Change and Sustainable Transition (ERCST), began with a first session dedicated to the lessons learnt from the first year of CBAM implementation.

In the presence of Gerassimos Thomas, Director-General of the Directorate-General for Taxation and Customs Union (DG TAXUD) of the European Commission, this session provided feedback from European stakeholders and discussed the issue of simplification.

The second session examined future developments of the mechanism, in particular its potential extension to additional sectors, including downstream sectors at risk of carbon leakage, carbon leakage on the export side, and the inclusion of indirect emissions. The final session focused on prospects for international cooperation on carbon pricing, a critical lever for achieving effective global climate action, and the development of carbon markets and carbon border adjustments in third countries, such as the UK and Türkiye.

Concluding the event, Éric Lombard, Minister of the Economy, Finance, and Industrial and Digital Sovereignty, reaffirmed France and the European Union’s commitment to addressing climate change and tackling carbon leakage, while advancing a just and competitive ecological transition.

By bringing together policymakers, industry leaders, experts, and international organisations and civil society representatives, the conference played a pivotal role in strengthening understanding and dialogue on CBAM and laying the groundwork for its future evolutions at a time when global climate action is threatened by geopolitical tensions and various forms of disengagement.

Retour sur la Conférence de haut niveau sur le Mécanisme d’Ajustement Carbone aux Frontières (MACF)

Organisé par la Direction générale du Trésor cet événement a permis de faire le point sur la mise en œuvre du MACF, un an après son entrée en vigueur. Il a également permis de réfléchir à ses évolutions futures pour renforcer son efficacité dans la lutte contre les fuites de carbone et d’échanger sur la coopération internationale dans le domaine de la tarification du carbone.

Suite au discours d’ouverture de Marc Ferracci, Ministre de l’Industrie et de l’Énergie, les échanges modérés par Andrei Marcu, Directeur exécutif du think tank European Roundtable on Climate Change and Sustainable Transition (ERCST), ont débuté par une première session consacrée aux enseignements tirés de la première année de mise en œuvre du MACF.

En présence de Gerassimos Thomas, Directeur général de la Direction générale de la fiscalité et de l’union douanière (DG TAXUD) de la Commission européenne, cette session a ainsi apporté un retour d’expérience des parties prenantes européennes et permis de discuter l’enjeu de la simplification du mécanisme.

La deuxième session a ensuite abordé les évolutions attendues du mécanisme, notamment son élargissement à d'autres secteurs, dont l’extension aux secteurs en aval de la chaine de valeur à risque de fuites de carbone, la lutte contre les fuites de carbone à l’export et l’inclusion des émissions indirectes. Enfin, la dernière session a exploré les perspectives de coopération avec les pays tiers sur la tarification du carbone, un levier essentiel pour une action climatique mondiale et efficace, et le développement de marchés carbone et d’ajustements carbone aux frontières dans les pays tiers, en l’occurrence le Royaume-Uni et la Turquie.

En clôture de l’événement, Éric Lombard, Ministre de l’Economie, des Finances et de la Souveraineté industrielle et numérique, a réaffirmé l’engagement de la France et de l’Union européenne à agir contre le dérèglement climatique et à lutter contre les fuites de carbone tout en promouvant une transition écologique juste et compétitive.

En réunissant décideurs politiques, industriels, experts, organisations internationales et acteurs de la société civile, cette conférence a ainsi contribué à renforcer la compréhension et le dialogue autour du MACF et à préparer ses évolutions futures dans un contexte où l'action climatique mondiale est menacée par des tensions géopolitiques et diverses formes de désengagement.

Carbon Border Adjustment Mechanism for Climate | Addressing carbon leakage to strengthen global climate action

Accelerated collective action is needed to meet the climate emergency and the ultimate goals of the Paris Agreement to limit the rise in the planet's temperature to well below 2°C above pre-industrial levels and to continue action to limit this rise to 1.5°C. To meet this urgent need for action, in 2020, the EU adopted the Fit for 55 package which aims at providing a coherent and balanced framework for the EU’s climate objectives, with the goal of making the EU climate-neutral by 2050. In parallel, although more than 100 countries have also committed or are considering long-term objectives of carbon neutrality, differences in climate ambition in the short and medium terms are significant. As a consequence of this climate ambition gap, the risk of carbon leakage is increasing and threatening to impede global progress.

Carbon leakage refers to the situation whereby ambitious climate policies implemented in a region or country lead to increased emissions in less ambitious regions through the reallocation of production, thus undermining both the effectiveness of these ambitious climate policies and their social acceptability. In the end, carbon leakage unfairly displaces our emissions to other countries, leaving them polluting more in order to produce the goods we need and consume. Carbon leakage could thus severely compromise the effectiveness and acceptability of the EU’s emission reduction policies and decarbonisation efforts.

In order to meet this challenge, the EU formally adopted the EU Carbon Border Adjustment Mechanism (CBAM) in April 2023. It aims to ensure – in full compliance with international trade rules – that the EU’s emission reduction efforts are not offset by increasing emissions outside its borders through the relocation of production to non-EU countries or through increased imports of carbon-intensive products. CBAM therefore targets imports of products in carbon-intensive industries. It is designed to function in parallel to and to fully mirror the EU’s emissions trading scheme (ETS), and will gradually replace the free allocation of EU ETS allowances to address the risk of carbon leakage.

One year on from entry into force, and a year into the transitional period, the time has come to take stock of implementation progress and explore the future evolutions of the regulation to make sure it is fit for purpose to effectively tackle carbon leakage and respond to the challenges faced by EU industries. More work is also needed to ensure a unified and cooperative global approach to meet the challenge of global emissions reduction.

The main objective of this public high-level event will be to discuss central issues raised by implementation of the EU’s Carbon Border Adjustment Mechanism, as well as its future developments. One year after entry into force, it will be an opportunity to take stock of the implementation of the CBAM Regulation, communicate broadly and transparently on the purpose and objectives pursued by the instrument, the state of international cooperation on the issue, as well as the main issues raised by future evolutions of the CBAM. The conference will bring together European political leaders, industry representatives, academic and experts, representatives of international organizations and civil society stakeholders from EU Member States and third countries in order to share views on the topic. The debates will be organized around three round tables, and will focus on (i) the lessons learnt from the first year of implementation of the CBAM (ii), and the evolutions of the CBAM to expect in the coming years (iii), cooperation with third countries on carbon pricing.

S’est tenue le 26 mars, en marge du déplacement au Maroc du Ministre délégué chargé des transports, Jean-Baptiste Djebbari, la première réunion du Comité d’orientation du Club LGV France-Maroc. Ce Club, qui avait été lancé en janvier 2020 lors du déplacement au Maroc du Ministre de l’économie, des finances et de la relance, Bruno le Maire, a vocation à être une enceinte privilégiée de réflexion et d’échanges entre les acteurs métier, associant de manière souple et évolutive les opérateurs ferroviaires, ONCF et SNCF, les administrations des transports et des finances des deux pays, des experts et les entreprises présentes sur ces segments d’activité. Il est le fruit des liens de confiance et de qualité tissés entre les acteurs marocains et français à l’occasion de la réalisation de la 1^ère LGV d’Afrique, qui nous permettent aujourd’hui de parler un langage commun en termes d’expertise, de savoir-faire et de formation. Les travaux de ce comité d’orientation, dont le secrétariat est assuré conjointement par l’ONCF, la SNCF et le Service économique régional de l’Ambassade de France à Rabat, ont conduit à l’adoption d’un programme de travail qui s’articulera notamment, si les conditions sanitaires le permettent, autour d’une conférence organisée au Maroc fin 2021 pour mettre en avant les innovations et les évolutions du système ferroviaire et de son écosystème et d’un voyage d’étude en France au 1^er semestre 2022. Ce club permettra de poursuivre le dialogue et les échanges d’expériences en matière ferroviaire entre nos deux pays.
