<p>Le projet IPD s'inscrit dans le programme pluriannuel de recherche de l'Agence française de Développement (AFD) : « Institutions, gouvernance et croissance à long terme » qui vise à approfondir l'analyse de la relation entre institutions et développement à partir de monographies-pays et d'analyses quantitatives menées notamment avec IPD. Ce programme est mené en partenariat avec l'Université de Maastricht, la School of Oriental and African Studies (SOAS - Londres) et un groupe de travail constitué par la Banque mondiale sur ces thèmes autour de Douglass North, John Wallis et Barry Weingast.</p>
<p>Le projet IPD a un objectif scientifique : il vise à stimuler les recherches dans le domaine de la mesure des institutions ainsi que dans l'analyse du rôle que les institutions jouent dans le développement. Les indicateurs fournis ne sont pas destinés à des usages opérationnels, par exemple comme critères pour allouer des fonds.</p>

The goal of the programme is to provide a more in-depth analysis of the relationship between institutions and development, based on country monographs and quantitative analyses drawing on the IPD in particular. The programme is being conducted in partnership with the University of Maastricht, London's School of Oriental and African Studies (SOAS) and a working group set up by the World Bank around the work of Douglass North, John Wallis and Barry Weingast.</p>
<p>The IPD project has a scientific aim, namely to stimulate research into institutional measurement and into the analysis of the role institutions play in development. The resulting indicators are unsuited for operational use, e.g. as criteria for the allocation of funds.</p>
<p>This issue of Trésor Economics presents the database and the findings of the initial exploration of the information contained in the IPD 2009 indicators, and then places this work within the context of the global work programme carried out with the AFD.</p>

Both of the condensed versions are aggregated based on the methodology presented in this document. Other aggregation methods can also be used.</p>
