L’évaluation porte sur le projet « Amélioration des performances et de la gestion de l’éclairage public à Ho Chi Minh Ville » financé sur la Réserve Pays Émergents. L’inachèvement technique du projet au moment de son évaluation (juin à septembre 2010) n’a pas permis une évaluation complète et a conduit les évaluateurs à recommander de procéder à un audit technique complémentaire une fois la seconde version du système de télégestion complètement installée. Les autres recommandations portent essentiellement sur la clarification de la stratégie de la France dans un pays et un secteur donné et le renforcement à la DG Trésor des outils de gestion du cycle de projet, tant durant la phase de préparation que de l’exécution.
The evaluation concerns the project "Improving the performance and management of the public lighting system in Ho Chi Minh City" financed through the instrument “Emerging Country Facility” (Réserve Pays Émergents). Due to the fact that the project was not technically completed at the time of the evaluation (June-September 2010), a full assessment has not been possible. The evaluators have recommended a complementary technical audit once the second version of the remote management system is completed. Other recommendations concern essentially the need to clarify France’s strategy with respect to a particular country and sector as well as the reinforcement of the project cycle management tools for the Treasury, both during the preparation and the implementation stage.
